Refuse collections and the snow
The snow meant some roads did not have a rubbish collection for several weeks (garden/food waste and residual).  LRA councillors have followed up lots of complaints about particular problems, and also about the poor communication from the District Council about what residents were expected to do when collections were missed.

Recycle your used batteries. 
Most retailers who sell batteries (those who sells over 32kg of batteries per year, equivalent to about 1 pack of 4 AAs a day) are now required to provide a free recycling point for consumers to return their used/flat batteries. http://www.defra.gov.uk/news/latest/2010/waste-0201.htm
