Resident parking schemes
LRA has worked to find a solution to the severe parking problems suffered by residents of roads near the High Road, such as Forest Road, High Beech Road, Smarts Lane, Staples Rd, The Drive, Queens Rd and Meadow Road and others. We have been trying to get Epping Forest District Council to consult residents about resident parking permit schemes, if that is what residents wish. This is a slow process, as the current Conservative administration have ruled out any further large scale RPP schemes like Epping and Buckhurst Hill.
Streets near Debden station have been surveyed and we hope to see final proposals soon, but it will be an uphill struggle to get further schemes. Your LRA councillors have been closely concerned. (See Parking and Traffic).
Carpets in tenanted Council blocks
The District Council has recently written to tenants telling them to remove carpets from common areas in flat blocks. This policy is based upon verbal advice from the Essex Fire & Rescue Service, which they refuse to put in writing! Following intervention by an LRA councillor, the removals have been deferred for further consideration.
While there are some circumstances in which potentially dangerous items, including carpets, may need to be removed, we think that the policy adopted by the Conservative administration is far too heavy-handed for the sort of low-level blocks we have in Loughton; we will continue to look for ways to get the policy changed.
Antisocial behaviour
LRA has worked with residents, local traders, and the police to bring about a workable solution to the problem of anti-social behaviour in the High Road, the station and the Sainsburys car park area.

Noise nuisance
A Loughton resident in Greenfields Close has had music equipment confiscated twice after prosecutions by Epping Forest District Council. She often played loud music until 6am, and this time was fined £500 at Harlow Magistrates Court, and ordered to pay £158 costs. [local Guardian]
A team of seven District Council Environment and Neighbourhood Officers investigate all noise complaints including domestic noise, barking dogs, burglar alarms, car alarms, commercial and industrial noise etc. In response to the increase in the number of noise complaints an out of hours noise service has been established.
