Traps Hill parking - daytime Mon-Fri.
Parking on Traps Hill. LRA Cllr Chris Pond has been pressing the County Council to paint double-yellow lines down one side of Traps Hill, which currently becomes effectively one-way on weekdays. We are hopeful that the process will soon be underway but, as local residents need to be consulted and complex legal procedures followed, it won't be quick.
In April 2008 (yes, 2008) Chris Pond had required the road to be added to the long list kept by County Council Highways of roads that need surveying to determine what parking restrictions to apply. Regular reminders have been given, and we have taken the issue up with the Crime & Safety Panel at Epping Forest District Council. The County Highways Department are now part-way through the survey process and expect to finish by the end of the year. They will then ask residents (informally) for their views, hopefully early in 2010. After any adjustments, and as a result of the consultation, legal documents will be drawn up for a formal consultation period. Final decisions can then be made, the legal formalities completed, and yellow lines painted on the road-surface. Unfortunately it's a long process.
LRA County Cllr Chris Pond raised the issue at a full County Council meeting this week and got a sympathetic response from the portfolio-holder (Cllr N Hume). Chris said he wanted action by Christmas and even offered to draft the Traffic Regulation Order himself (which he has done!).
Chris Pond will meet County Highways staff on site early in January 2010 to discuss the details of the proposals.
Once the County Highways Department have carried out an informal survey of residents’ views, they will consider the results, decide on any adjustments needed, complete the drafting of the formal Traffic Reguulation Order and carry out a formal consultation with residents. Final decisions can then be made, the legal formalities completed, and yellow lines painted on the road-surface. Unfortunately it’s a long process. |
